Course Content
Course deals with national and international protecion of freedom of
speech (press, radio and television, new media). It is divided in two parts
and has the main purpose to approche students to legislation,
jurisprudence and administrative pracitives in this field.

Learning Objectives
Knowledge: Course has the purpose of approach students to legal
regulation of freedom of expression and communication, both at national
and international level.
Capability: Students must have a basic knoledge in legal research
(laws, judiciary decisions, articles) usefull to discuss legal problems
concerning practical cases regarding freedom of expression and
communication.
Competence: Students must have a basic knowledge of foundamental
legal texts (constitutional and legislative) concerning protection of
freedom of expression and communication.
Prerequisites
To have passed the following exsaminations:
Constitutional law (general); Private Law I; Constitutional law (special).
Teaching Methods
Ex cattedra lessons (40 hours).
Type of Assessment
A written intermediate test (not compulsory), final oral examination.
Course program
The course will focus on freedom of information and communication (with specific reference to the new electronic communications regulation) and will comprise the following topics:
- Constitutional principles and rules of freedom of expression and communication. Origin and Meaning of Art. 15 and Art. 21 of the Constitution. The legal framework at International and EU level
- Development of national legislation and EU
Electronic Communications
- Governing bodies of the sector;
- Universal service and user protection;
- The data protection;
- The internet;
- The discipline of press freedom: historical developement and current legislation;
- The regulation of radio and television: historical developement and current legislation. Frequency planning, concessions and obligations of the
information operators. The public service. The financing of the
broadcasting system;
- The regulation of the activities of the show (general survey).
